collaborating with creative teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on\u202fbest practice and lived experience, the Crisis and Contingency Planning Standard makes sure your organisation:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>understands the relationship between access needs and contingency planning<\/li>\n\n\n\n<li>allocates and manages contingency access budgets<\/li>\n\n\n\n<li>takes a prevention-first approach to crisis situations<\/li>\n\n\n\n<li>has planned for a range of crisis situations, for example, caused by access failures or health issues<\/li>\n\n\n\n<li>has planned ways to minimise the effect on accessibility during general crisis situations<\/li>\n\n\n\n<li>prioritises access and wellbeing over a \u201cthe show must go on\u201d or delivery-focused mindset<\/li>\n\n\n\n<li>reviews access management after an incident<\/li>\n\n\n\n<li>provides post-crisis support<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">There are two main categories of access-related contingencies covered in this Standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Situations related to someone\u2019s access needs or the access barriers they face.<\/strong> For example, equipment breaking, access provision failures, accidents, physical or mental health incidents, support worker or interpreter availability, <span data-definition=\"personal-assistant\" data-definition-id=\"4436\" title=\"Personal assistant\" data-definition-name=\"Personal assistant\" class=\"ace-definition-inserter\"><\/span> (PA) or care staff issues, external funding for access issues, travel and accommodation issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>General crisis situations where access still must be provided. <\/strong>For examples, emergency evacuations, weather conditions, security threats, event production issues, power cuts, website outages.<\/p>\n<\/div>\n\n\n\n<div id=\"examples\" class=\"wp-block-ace-standard-examples bg_grey inner-padding standard-examples hide\"><h3>Practical examples<\/h3>\n<h4 risks outlined in this Standard, having audience members or team members with access needs should not be viewed as \u201chigher risk\u201d. The risks faced by disabled and non-disabled groups are not necessarily greater or lesser; rather, they involve different types of risk more common with access provisions and needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some team members may have already undergone personalised workplace assessments that consider risk. Likewise, audience members or visitors might have had a personal risk assessment conducted by social care teams. Someone may also have prepared themselves more thoroughly for a crisis in case their needs are not met by a venue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, people facing barriers to access are often adept at finding solutions to unexpected problems because they have extensive experience in doing so.<\/p>\n\n\n\n<h4 class=\"wp-block-ace-heading\">Contingency access budgets<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Having a flexible budget can help reduce the impact when things go wrong. See <a href=\"https:\/\/allin.online\/standard\/creative-and-cultural-experiences\/strategic-commitment\/budgeting-for-access\/\">Creative and Cultural Experiences 1.04 Budgeting for Access<\/a> for more information.<\/p>\n\n\n\n<h4 class=\"wp-block-ace-heading\">Prevention-first approach<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">As with all work related to risk assessment and crisis planning, access planning should adopt a prevention-first approach. This involves taking measures to prevent or minimise the likelihood of a situation occurring rather than waiting to address it after it happens. More information can be found in <a href=\"https:\/\/allin.online\/standard\/customer-service\/emergency-and-incidents\/preventing-and-handling-incidents\/\">Customer Service 3.02 Preventing and Handling Incidents<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-ace-heading\">Access provision failures or health issues<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The following information provides examples of <span title=\"Contingencies\" data-definition-name=\"Contingencies\" data-definition=\"contingencies\" data-definition-id=\"5654\" class=\"ace-definition-inserter\"><\/span>related to a person&#8217;s access needs, the access barriers they encounter, or health conditions.<\/p>\n\n\n\n<h5 class=\"wp-block-ace-heading\">Assistive aids and equipment breaking<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example:<\/strong> Performer\u2019s electric wheelchair breaking down&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: Support regular testing of assistive aids and equipment that belong to the venue. Avoid setups that could damage personal equipment, such as narrow pathways backstage. Provide charging points for customers and staff teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Plan for breakages and consider what the backup plan looks like for individuals, for example, having spare batteries at the venue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possible consequences<\/strong>: Missed rehearsal, issues evacuating during an emergency, costs for repair callout, and mental stress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Managing the consequences<\/strong>: Use the contingency budget to extend rehearsal space booking dates, accommodation, or to cover the cost of a repair callout.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reassure and support the person.<\/p>\n\n\n\n<h5 class=\"wp-block-ace-heading\">Access Provision Failures&nbsp;<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example:<\/strong> Train access staff do not arrive to provide a ramp<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: Some access failures are beyond your organisation\u2019s control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Leave extra time for journeys to rehearsals for anyone with booked assistance. Have a backup plan, such as a taxi budget in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possible consequences<\/strong>: Late running or missed attendance, stress and fatigue, and costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Managing the consequences<\/strong>: Let others know if you are starting later than planned. Do not place blame on the person who experienced an access provision failure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example<\/strong>: Lift at venue has broken down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: Regular checking and maintenance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Plan for breakdowns and have lift engineers easily contactable. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider someone in the venue learning how to fix minor issues, if possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possible consequences<\/strong>: Person is unable to access the space they need to work in, or a break or social space. Mental stress, feeling unwelcome or unconsidered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Managing the consequences<\/strong>: Inform the person as soon as possible so that they can make an informed decision about coming in, and you can collectively agree on a different location or revised schedule. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Move the work or activity to an accessible space if possible. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Provide a clear timescale for when the lift will be working again.<\/p>\n\n\n\n<h5 class=\"wp-block-ace-heading\">Accidents<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example<\/strong>: Wheelchair catches on curtain and pulls it down<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: <span data-definition=\"auditing\" data-definition-id=\"4311\" title=\"Auditing\" data-definition-name=\"Auditing\" class=\"ace-definition-inserter\"><\/span> a space for accessibility can identify potential hazards and barriers. This might mean hiring an understudy or postponing shows when needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Note that, outside of performance contexts, this could also involve a colleague or deputy stepping in to cover someone\u2019s role on a project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possible consequences<\/strong>: Costs related to postponing or hiring an understudy. That performer may lose their wage if sick pay is not available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Managing the consequences<\/strong>: Make sure performers feel valued and not blamed for being off sick. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If possible, use the contingency access budget to cover wages for any access-related absences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example<\/strong>: Mental distress caused to audience member due to the exhibition\u2019s content<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: Sharing <span data-definition=\"content-warning\" data-definition-id=\"4335\" title=\"Content warning\" data-definition-name=\"Content warning\" class=\"ace-definition-inserter\"><\/span> around common emotive or triggering topics in advance helps prevent distress, although not all reactions can be managed or predicted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Allocate a quieter breakout space where participants can process their feelings. Allow exit and re-entry if needed. It can be helpful to have mental health first aiders on site during emotive events.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possible consequences<\/strong>: Distress to the audience member. There may be <span data-definition=\"reputational-consequences\" data-definition-id=\"4459\" title=\"Reputational consequences\" data-definition-name=\"Reputational consequences\" class=\"ace-definition-inserter\"><\/span> for the organisation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Managing the consequences<\/strong>: Review the use of content warnings and possible prevention methods. Support the person in distress.<\/p>\n\n\n\n<h5 class=\"wp-block-ace-heading\">Support worker\/interpreter availability&nbsp;<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example<\/strong>: A <span data-definition=\"sign-language-interpreter-2\" data-definition-id=\"5114\" title=\"Sign language interpreter\" data-definition-name=\"Sign language interpreter\" class=\"ace-definition-inserter\"><\/span> cancels at late notice for a planned rehearsal day<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: Having a pool of backup support workers or interpreters is an option, although last-minute support is hard to find.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Make sure your artists are supported to find reliable support staff from reputable agencies (or freelancers). Of course, sometimes cancellations can\u2019t be avoided due to illness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possible consequences<\/strong>: Performer must miss the rehearsal<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Managing the consequences<\/strong>: Prioritising access could mean cancelling the rehearsal for everyone and rescheduling, so that person doesn\u2019t fall behind. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without an interpreter, bear in mind that someone may lose access to the social side of work relationships and networking as well as a day of work. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Use a contingency budget to cover extended rehearsal deadlines.<\/p>\n\n\n\n<h5 class=\"wp-block-ace-heading\">Personal&nbsp;Assistant\/care staff issues&nbsp;<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example<\/strong>: Care staff or <span data-definition=\"personal-assistant\" data-definition-id=\"4436\" title=\"Personal assistant\" data-definition-name=\"Personal assistant\" class=\"ace-definition-inserter\"><\/span>\/care providers struggle to support a disabled artist around their rehearsal or production schedule<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: Some access-related issues are beyond your organisation\u2019s control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Allow for flexible scheduling and work with someone to find a mutually beneficial solution. Do not assign blame when you inform people about a delay.<\/p>\n\n\n\n<h5 class=\"wp-block-ace-heading\">External funding access issue&nbsp;<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example<\/strong>: Problems with disability benefits being withdrawn or work support funding being reduced<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: Some access-related issues are beyond your organisation\u2019s control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Allow use of contingency budget for work support in the interim. If possible, support your team member with an appeal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possible consequences<\/strong>: Distress to the team member. Reduction in support hours. Work quality may suffer on a temporary basis due to a lack of support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Managing the consequences<\/strong>: Consider reducing workload or changing the type of work someone is doing in the meantime. Do not assume that this is what the disabled person wants. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Discuss other options for support. Look at uses of contingency budget.<\/p>\n\n\n\n<h5 class=\"wp-block-ace-heading\">Travel and&nbsp;accommodation&nbsp;<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example<\/strong>: Accessible room was booked but on arrival, the room doesn\u2019t meet access needs<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Prevention<\/strong>: If the rooms are booked by your organisation, double-check access needs in advance and check the room\u2019s access features. Sometimes this is the error of the hotel and can\u2019t be avoided by your team.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Have a contingency budget for last-minute booking adjustments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Possible consequences<\/strong>: Distress to the team member. Lateness to work the next morning if it takes a long time to sort out. Getting wet can cause sensory distress. Rain leads to increased crowding in indoor areas as people move towards shelter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Have spare trackway (plastic floor grates) to put down on grass in poor weather. Where possible, have rain cover over outdoor areas, especially queues. Plan for managing crowds in busy indoor areas, prioritising access pathways. Have umbrellas available to escort visitors from the venue to their cars or transport stops as needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Example<\/strong>: Heat<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Effects on access<\/strong>: Severe heat can lead to dehydration, fainting, heatstroke, and sunburn. This risk is greater for older people, disabled individuals, or those with health conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk reduction<\/strong>: Provide areas of shade in your outdoor spaces. Provide water at easily accessible points.
