They should be designed to be used as flexibly and creatively as possible to meet the project&#8217;s needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This Standard includes guidance on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>overall budget planning for the organisation<\/li>\n\n\n\n<li>when and how to separate the access budget from other costs of a project<\/li>\n\n\n\n<li>budgeting to maintain the venue\u2019s access provisions and provide staff to support them if needed<\/li>\n\n\n\n<li>planning an individual project\u2019s access budget from the start, to cover all stages of development<\/li>\n\n\n\n<li>estimating costs such as equipment hire or interpreters<\/li>\n\n\n\n<li>external funding<\/li>\n\n\n\n<li>deciding how to use your budget<\/li>\n\n\n\n<li>usage guidance for creative teams<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This Standard focuses on budgeting to meet the access needs of audiences, visitors, and creatives. This includes artists, performers, curators, historians, and anyone in a project-specific team, known as a \u2018creative team,&#8217; working on a creative commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, this Standard does not address budgeting for staff salaries or staff time spent on access-related work. It also does not include budgeting for improvements to the accessibility of the built environment. Use of a hotel with accessible rooms (this can often be more expensive than standard rooms).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Space hire\n<ul class=\"wp-block-list\">\n<li>For creative teams: A specific rehearsal space that is accessible for the whole team (located near transport hubs, larger space, or equipped with required access equipment such as a <span title=\"Changing Places [correct]\" data-definition-name=\"Changing Places [correct]\" data-definition=\"changing-places\" data-definition-id=\"4843\" class=\"ace-definition-inserter\"><\/span> facility)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"key_considerations\" class=\"wp-block-ace-standard-key-considerations standard-key-considerations standard-content\"><h3>Key considerations<\/h3>\n<h4 class=\"wp-block-ace-heading\">Overall planning<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">You usually need to set an annual access budget for your organisation, often before knowing specific project costs. Predicting your needs can be tricky.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keep records of past project costs. Remember that people\u2019s access needs may change. Check industry standards when you can. For example, the National Union of British Sign Language Interpreters (NUBSLI) guidance on rates of pay for interpreters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Have a clear process for asking creative teams to share access riders or any access requirements for a project at commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Be clear about what access resources your venue already has, like a calm space or an <span data-definition=\"assistive-listening-system\" data-definition-id=\"4862\" title=\"Assistive listening system\" data-definition-name=\"Assistive listening system\" class=\"ace-definition-inserter\"><\/span>. Identify which resources can be scheduled for specific projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allocate a portion of each project budget to access. Refer to <a href=\"https:\/\/allin.online\/standard\/creative-and-cultural-experiences\/event-planning-and-delivery\/audience-provisions\/\">Creative and Cultural Experiences 4.03 Audience Provisions<\/a> for more information on ways to deliver access provisions.<\/p>\n\n\n\n<h4 class=\"wp-block-ace-heading\">When to separate access in project budgets<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes, the access line in a budget should be thought about separately from the rest of the project budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the provision for creative teams\u2019 own access must not come out of the money allocated for the creative work. This means that disabled makers can trust that their access needs will be met without stretching their budget further than other teams with a similar commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, you can be flexible about how you allocate the budget to create work with creative or integrated access elements. Some of this might come from the access line in the budget, but some will be included in the budget for the wider creative work. For example, a set design that incorporates accessible features would be paid for from the set design budget line, although it will also function as an access provision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ensure that the access line in your project budget isn\u2019t used to cover a shortfall in other areas. You may need to budget on a project-by-project basis for staffing a calm space, or for additional customer service staff, front-of-house staff, or invigilators to support access for projects or experiences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You may have audio description headsets or tour guide devices ready to use, or you might need to hire additional ones for a larger project. Perhaps you already have a screen available for <span title=\"Captioning\" data-definition-name=\"Captioning\" data-definition=\"captioning\" data-definition-id=\"4322\" class=\"ace-definition-inserter\"><\/span>, or the individual project will need to consider hiring a <span data-definition=\"caption-unit\" data-definition-id=\"4324\" title=\"Caption unit\" data-definition-name=\"Caption unit\" class=\"ace-definition-inserter\"><\/span> or screen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Clearly communicate to creative teams what provisions are already budgeted for and available, and when additional costs, such as hire or operator fees, need to be included in the project budget.<\/p>\n\n\n\n<h4 class=\"wp-block-ace-heading\">Planning a project access budget<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Finding out what access adjustments members of the creative team require should be a two-way conversation with each person. This will help you add detail to the access section in your project budget. You can explain what access features and barriers your venue has, suggest adjustments based on your ideas or experience, and listen to what the individual finds works best for them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More information can be found in <a href=\"https:\/\/allin.online\/standard\/creative-and-cultural-experiences\/working-with-artists\/equity-for-disabled-artists\/\">Creative and Cultural Experiences 3.01 Equity for Disabled Artists<\/a> and <a href=\"https:\/\/allin.online\/standard\/creative-and-cultural-experiences\/working-with-artists\/accessible-working-practices\/\">Creative and Cultural Experiences 3.03 Accessible Working Practices<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For events, allocate budgets for different audiences based on the event experience. The requirements can vary between various audience groups. For instance, a specific event might need additional access stewards, more space for wheelchair users, or extra <span data-definition=\"audio-description\" data-definition-id=\"4310\" title=\"Audio description\" data-definition-name=\"Audio description\" class=\"ace-definition-inserter\"><\/span> headsets than you would usually provide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For both audiences and creative teams, ensure you allocate funds for less obvious access costs, such as staff time or resources. These might be necessary due to adjustments like extending project timelines for recovery days, offering early entry to an event space, or conducting access-specific risk assessments. You might plan this differently at various points in the process. For instance, if you offer a small research and development (R&amp;D) grant, you could maintain a central \u2018pot\u2019 of funds to support the access needs of creative teams. This often clarifies that the funding awarded for R&amp;D doesn\u2019t need to cover the maker\u2019s access requirements. Be sure to clearly communicate to everyone what funding is available for access and what it can cover.<\/p>\n\n\n\n<h4 class=\"wp-block-ace-heading\">Deciding how to use your budget<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Once you understand the access needs of the creative team, you should collaboratively agree on how to practically meet those needs and what access provisions will be included in your budget. There may be some needs you can address differently from the original suggestion. For example, moving rehearsals to a room with <span data-definition=\"level-access\" data-definition-id=\"4203\" title=\"Level access\" data-definition-name=\"Level access\" class=\"ace-definition-inserter\"><\/span> instead of installing a ramp. Include this in your budget planning and consider how you can best support the individual with the administrative tasks involved.<\/p>\n\n\n\n<h4 class=\"wp-block-ace-heading\">Usage guidelines for creative teams<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">When asking creative teams about what should be included in the access line of the project budget to meet their needs, it\u2019s helpful to provide guidance to help determine if a specific cost is a valid project-related access cost. For example, someone might wonder if they can include mental health support such as counselling as an access cost for the project. Perhaps they are working on a project that addresses particularly emotive, personal or trauma-related subject matter. If so, it might be reasonable to offer counselling as an adjustment, and you might consider doing this for everyone in the team.
